Do note that from H2 2024, HDB estates will no longer be classified as mature and non-estates. Instead, a Standard-Plus-Prime system will be used to determine the flat type. For this article, we will be using mature and non-mature as the policy has not kicked in.

Bedok December 2023 BTO: Chai Chee Green
Starting with the mature estates, we have the Bedok BTOs.
Bedok December 2023 BTO: 3-Room and 4-Room BTO Flats
Right next to the Pan-island Expressway (PIE), we have the Bedok Dec 2023 BTO consisting of approximately 1,234 units, with a combination of 3-room, 4-room, 5-room and Community Care Apartments.
This project is located near Chai Chee Lane, Chai Chee Street and Bedok North Road, and across the street is an industrial estate.
For the uninitiated, Community Care Apartment integrates senior-friendly housing with care services that are scaled according to needs, and you can expect to see more social activities in the estate.
The Community Care Apartments are priced based on the chosen lease tenure (from 15 to 35 years in 5-year increments) as long as it covers the applicant and spouse (if any) until the age of 95.
Distance to MRT: Bedok North (DT29)
The location is somewhat decent as it’s right at Chai Chee Lane, and the nearest Mass Rapid Transit (MRT) station is Bedok North (DT29), which is about 900m or a 13-minute walk away.
For this project, there will be about 984 units of 3-room, 4-room and 5-room flats on offer for those with smaller families and 250 Community Care Apartments in 3-room, 4-room and 5-room sizes.

Amenities around the area are decent.
There are clinics like the Sata Uttamram Clinic, THK Home for Disabled Adults @ Chai Chee, Nursing Home, etc., just a few minutes walk away.
There is also a Broadway Food Centre within walking distance, Bedok Mall, Djitsun Mall Bedok, and Bedok Integrated Transport Hub located within a one to two kilometere radius.
Bishan Dec 2023 BTO: Sin Ming Residences
The next December 2023 BTO is along Marymount Road and Sin Ming Road, offering 732 units of 3-room and 4-room units.
Distance to MRT: Upper Thomson MRT Station (TE8) & Marymount MRT Station (CC16)
There are two MRT stations near this project – Upper Thomson (TE8), which is a 10-minute walk away. Whereas Marymount MRT Station (CC16) is a 17-minute walk.
But if you’re looking at a primary school within one to two kilometres, there’s only Ai Tong School nearby.
There are, however, secondary schools such as Whitley Secondary School, Catholic High School and Raffles Institution (Secondary) nearby.
Amenities around Bishan Dec 2023 BTO
Though this is a Bishan BTO project, it’s actually located more towards the Upper Thomson/Marymount side. This area is not short of good food, of course, and it’s surrounded mostly by condos.
Within walking distance, residents should be able to reach Sin Ming Plaza, Shunfu Mart, and nearby amenities.
Bukit Merah Dec 2023 BTO: Alexandra Peaks
If you’re looking for another central project, the Bukit Merah Dec 2023 BTO will be categorised as a Prime Location Housing flat (i.e. PLH flat or Prime flat).
The project is right smack in the middle of Alexandra Road and the Alexandra Canal, and we’ll be expecting about 904 units of 2-room flexi, 3-room and 4-room flats.
Distance to MRT: Redhill MRT Station (EW18), Tiong Bahru MRT Station (EW17)
It takes about 10 – 12 minutes to walk to Redhill MRT Station (EW18) and Tiong Bahru MRT Station (EW17).

Amenities in this area can only be described in one word – aplenty.
There’s Delta Sports Centre, petrol station, temples, and Leng Kee Community Club, all within walking distance. Similarly, there are many grocery options, including Bukit Ho Swee’s NTUC Fairprice, Cold Storage and NTUC Fairprice at Valley Point. The closest shopping malls are Valley Point Shopping Centre, Valley Point, and Tiong Bahru Plaza.
Queenstown Dec 2023 BTO: Ulu Pandan Vista
That’s not all.
We still have the Dec 2023 Queenstown BTO site for the mature estates, which is another PLH project too.
This time around, HDB will offer about 890 units of 3-room and 4-room flats for this BTO project located along Commonwealth Avenue West:
Distance to MRT: Dover MRT (EW22)
This BTO project’s location is excellent as the nearest MRT station, Dover (EW20), is right at the doorstep of the BTO, or a less than five-minute walk by foot.
As for schools, there are a few options within a one to two-kilometre distance.

Also, a proposed medical and health facility will be built next to the site.
It’s near the Ghim Moh BTO, launched in May 2023, and if you are patient enough to walk to the nearest Sheng Siong supermarket, it takes about 15 minutes by foot.
Bukit Panjang Dec 2023 BTO: Petir Park Edge
Now we move on to the Non-Mature estates.
First up, we have the Dec 2023 Bukit Panjang BTO site located along Petir Road and Gangsa Road, in which HDB will build 334 2-room and 4-room flats at this site.
Distance to MRT Bukit Panjang BTO
The nearest MRT is Bukit Panjang (DT1), one kilometre or an 8-minute walk away. Similarly, there are Petir and Pending LRT stations, which are well within a 4-minute walk.
But fret not; buses are aplenty in this area, and some LRTs operate daily, allowing you to reach the MRT station within one or two stops.

Regarding amenities, the Bukit Panjang 2023 BTO development is situated near the Bukit Panjang neighbourhood, offering convenient access to facilities like Hillion Mall and Bukit Panjang Plaza.
Additionally, it boasts convenient transportation options, including road, bus, and MRT train connections to the Upper Bukit Timah region via Upper Bukit Timah Road. This accessibility extends to popular shopping destinations like HillV2 and the Rail Mall.
There is also an Anytime Fitness gym nearby.
Jurong West Dec 2023 BTO
Next up, for the Dec 2023 BTO exercise, we have 716 2-room Flexi, 3-room, 4-room and 5-room flats launching in Jurong West. The new site will be located along Jurong West Street 42 between Block 402 and 413 right next to the Jurong Temple.
Distance to MRT: Lakeside MRT, JS5 (JRL)
The main draw of this project is that it’s surrounded by multiple schools.
This BTO project is one for the future as the nearby Jurong Region Line (JRL), which is expected to be built by 2028, will open roughly when future residents move in, barring delays.
If all goes well, the Hong Kah MRT station will be within a 4-minute walking distance, while Corporation MRT and Tengah Plantation MRT stations each will take about a 13-minute walk.
For now, this BTO project is quite convenient for drivers as the PIE is just around the corner. However, it can be a bit of a double-edged sword due to the noise from the expressway.

While the Jurong West Dec 2023 BTO may seem smaller as compared to bigger projects such as Tengah, the neighbourhood has many facilities where you can explore.
Next to the BTO, there is a Chinese temple and several clinics, such as Joo Ann Tong Medical Hall and Living Plus TCM. Just across the street, there is a Tang Tea House and Sa Bae Mini Mart.
Food wise, there are also options nearby, which are all within walking distance of four to 10 minutes.
Woodlands Dec 2023 BTO: Woodlands Beacon
Next up, we have two BTO projects in Woodlands, almost side-by-side.
Woodlands Dec 2023 BTO @ Woodlands Avenue 3, Woodlands Avenue 5, and Woodlands Street 13
Lastly, we have the Woodlands Dec 2023 BTO, which is the second smallest project after Bukit Panjang, which offers 399 units of 3-room and 4-room flats along Woodlands Avenue 3, Woodlands Avenue 5 and Woodlands Street 13.

For those who will be staying at this BTO project, you will be able to enjoy the perks of Woodlands’ integrated transport hub, which has both the North-South Line and Thomson-East Coast line, which takes about five minutes to reach.

This is a convenient location with several food and shopping options and has facilities such as pet grooming, as well as the Woodlands Sports and Swimming Complex.
Woodlands Dec 2023 BTO: Urban Rise @ Woodlands
The second Woodlands project is along Woodlands Avenue 5, which is even closer to the MRT station and right next to the first BTO project along Woodlands Avenue 3.
The project is expected to have about 848 units housing 2-room Flexi, 3-room, 4-room and 5-room units, bringing the total number of units in Woodlands to 1,247.

Even nearer to Woodlands MRT is this project, and we are expecting to see more applications for this project due to the convenience it provides, and the range of housing types offered.

That’s not all. Here are some essential pointers to note if you plan to apply for the Dec BTO launch.
HDB BTO Dec 2023 HFE Letter Requirement
For new HDB flats, you must obtain an HFE letter before the Build-to-Order (BTO), Sales of Balance Flat (SBF) sales launch, or open booking.
An HFE letter application typically takes about one month to process after all the necessary paperwork has been submitted. However, processing could take longer during busy periods, like a BTO sales launch, for example.
If you want a flat in the December 2023 BTO launch, HDB recommends that you apply for an HFE letter and submit all the required documents by Saturday, 11 Nov 2023.
Upcoming BTO Classification in 2024
From H2 2024, HDB estates will no longer be classified as mature and non-estates. Instead, a Standard-Plus-Prime system will be used to determine the flat type.
Existing homeowners or those who have already booked their flats will not be affected by this change.

But, if you can’t afford the four to five-year wait for a BTO, you can wait for the subsequent Sale of Balance Flat Launch launched by HDB on an ad-hoc basis when sufficient balance flats are offered for sale. But usually, these exercises happen in May and November.
Or Open Booking Booking of Flats, which you can apply for all year round. However, HDB usually releases a fresh supply of flats in March and November.

Also, here are some frequently asked questions about BTOs that you might find helpful.
What Is the Income Ceiling for BTO in 2023? Families vs Singles
As of May 2023, you cannot exceed the monthly household income ceiling of $14,000 (based on the average monthly income for the past 12 months) to apply for an HDB BTO flat.
For singles, the BTO income ceiling is $7,000 a month.
Who is Eligible for Second Timer BTO?
If you have previously received a housing subsidy, you are classified as a second-timer by HDB.
This means that any of the following scenarios apply to you:
- You have purchased a flat directly from HDB
- You have purchased a resale flat using the CPF housing grant
- You have purchased a DBSS flat from a property developer
- You have purchased an EC (Executive Condominium) from a property developer
- You have received other forms of housing subsidy, such as through SERS (Selective En bloc Redevelopment Scheme) or the privatization of HUDC (Housing and Urban Development Company) estate.
So, if your first home is a resale flat and you acquired it with resale grants, you will be considered a second-timer when applying for a BTO (Build-to-Order) flat.
How Many Times Can I Apply for BTO?
Although many adult Singaporeans know they are eligible to buy a new flat from HDB twice, some may not realize they can apply for a third new flat in their senior years.
Specifically, Singaporeans aged 55 and above can apply for a Short-lease 2-room Flexi flat from HDB. In contrast, those aged 65 and above can apply for a Community Care Apartment flat, even if they have received housing subsidies twice.
What Is the Wait Out Period for BTO? Minimum Occupation Period (MOP) Explained
For the uninitiated, the MOP refers to the time you need to physically stay in your flat before you can sell or rent it out.
Also, according to HDB, ‘the MOP is calculated from the date you collect the keys to your flat. It excludes any period where you do not occupy the flat, such as when the whole flat is rented out or when there has been an infringement of the flat lease.’

For normal HDB BTO flats, the MOP is five years.
But when selling Prime Location Public Housing (PLH) flats, you must know that the MOP for PLH flats is 10 years. This is double the MOP for the existing HDB BTO flat scheme.
